This is the ULA 2G007E chip which is present inside the Sinclair QL / ICL One Per Desk / Merlin Tonto / Sinclair ZX Microdrive units and provides their logic encoding.  It is a custom chip made especially for Sinclair Research Limited which is rare to find.

They are not easy to fit, as they are soldered directly to the motor control circuit board - so be warned.
